Region Manager Message

Is it really June already? As another ARMA year comes to a close and I finish my first term as Region Manager, I find myself reflecting back.

I remember how nervous I was when I started out two years ago. Talk about feeling like you’re stranded on an island! Fortunately I have been blessed to be surrounded by great people on the Region Team. That’s made all the difference. So to Fran Blaylock, Jennifer Winkler, Cindy Fredrickson, Deb Martin, Andrea Bettger, and Denise Simons, thank you so much for making this guy look good. And thank you to all of the Chapter Presidents and leaders who have been so great as well. I don’t know if I can find the words to tell all just how great you are.

Ours is, perhaps, the smallest region in ARMA. But we are mighty and very well respected. And that’s due to the dedication and hard work that all of you do. As the chapters all go about acknowledging and thanking the efforts of our members, please allow me to add my thanks to everyone for all you do for ARMA, our region, our chapters, and our profession. YOU are the heart of the Great Northwest Region. While others are struggling a bit, our heart is beating strong!

This time of year is always bittersweet. As we come to the end of the year, we also come to the end of terms of office for many. So it is with some sadness that the Region Team bids farewell to two of our members.

Cindy Fredrickson has done a great job as our Region Treasurer the past two years. I will miss having her on the team. I rather doubt, though, that she will miss me calling her to ask “Do we have money for…” or worse, “I think I lost my receipt”. Thanks for bearing with me, CL.

Deb Martin has served the Great Northwest Region for many years now. Those of you who are new may not know, but Deb was our first official Region Manager. She has been a valuable resource for me and has served admirably the past two years as our Director of Marketing. Thank you Deb.

The sweetness comes in welcoming new members to the Region Team. As you can see, we have two openings. If you are interested, please e-mail me!

Our 2010 Leadership Conference is just around the corner, June 11-12 in Bellevue. Although they are our primary focus, Leadership isn’t just for those on the Boards. It’s for any of our members who want to learn new leadership skills! There is still time to register! Check our website for details.

This has been another great year. We attended a number of excellent chapter programs. We attended a fantastic ARMA Conference in Orlando where we cheered our lungs out for our Medium and Large Newsletter-of-the-Year winners, The Boise Valley Chapter and the Oregon Chapter. We held a very successful Region Conference in April. And we welcomed new members, made new friends, and had a lot of fun! Good job everyone!!

Have a wonderful summer and we’ll see you in the fall.

Very truly yours,

Marc J. Simpson, Manager

MER 2010: Live Streaming

ARMA International brings you the education you need, in cooperation with Cohasset Associates. This year, thanks to the sponsorship of infoBOOM! (www.theinfoboom.com), you can watch two MER Conference sessions live and free of charge over the internet.

Both sessions are on Monday, May 17:

  • 9:00-10:00 a.m. CST U.S. (GMT-6)
The Action Imperative: The New Role of RIM Professionals in the Emerging World of Legal, Business, and Technology Confluence
    Jonathan Redgrave, Nixon Peabody LLC
Today’s trends in business and technology point towards a world enmeshed in social media and collaborative technologies. The legal constructs behind records and information management as well as legal preservation and production duties have struggled to keep pace. This session provides an overview of these developments and what it means to be RIM professionals today.
  • 2:30-3:30 p.m. CST U.S. (GMT-6)
Are the Hatfield's (Business Records) and McCoy's (Medical Records) in Fact Close Relatives?
Hon. Ronald Hedges, Ronald J. Hedges, LLC
Linda Kloss, American Health Information Management Association
Historically the management of business records and medical records was viewed like oil and water…definitely different. In today’s world of e-records, do all records have common attributes, where business and medical records are closely related with “DNA” bonds of commonality? Can improved management processes for one type of e-record apply to all types of e-records?

To view the sessions simply go to http://www.rimeducation.com// on May 17 and click on “Live MER Conference Broadcast.”

ARMA presents Social Networking: a panel discussion

ARMA presents Social Networking: a panel discussion

May 6, 2010, the Greater Seattle Chapter of ARMA (the Association of Records Managers and Administrators) presented a panel discussion about social networking and corporate policy. The panel featured Rod Brooks, VP and Chief Marketing Officer, PEMCO Insurance; Sharon Johnson, Public Records Officer city of Seattle-Legislative Department; and Andrew SanAgustin, Records Manager, Foster Pepper Law office.

The shared focus of the panel was on the need to monitor and/or regulated the use of social media when conducting business. The panel discussed points that were outlined in their established policies and relevant to the needs of each entity. There clearly was a differing perspective on the pros and cons of the use of social media in relation to business.

Johnson, describe digital media as being used as a communication tool between officials and the public. She also explained that there were elements of concern in regards to what social media was used for; for example she stated that certain laws prevent legislators from communicating with each other via social media to conduct official business. She went on to say that when social media is used to conduct official business it would be considered public records.

According to the Legislative Department Policy, “Any content maintained in social media format… that is related to City business, including communication between an individual Councilmember and constituent or the general public, and site’s listing of “friends” or “followers”, may be considered a public record subject to disclosure under the state Public Records Act.” These records would be considered for long term retention as required by the applicable records retention criteria.

Johnson shared a case where there was an inquiry regarding a council member who was texting and facebooking during session. She explained that the information became public records because it was done during official business.

SanAgustin, cautioned, it is how information is “interpreted” and becomes solid. He was asked by an attorney if text records could be acquired for a case where an employer wanted to terminate an employee. The employer had texted about that employee in a negative light and wanted to be sure that the information could not be obtained in court. SanAgustin replied “you bet they can”. He went on to say that once information is out there, it is out there. Be mindful of how it will be interpreted. “Once you type something and you write it down you gave it life” and “it becomes solid”.

He touched on the separation between personal and professional social media. He explained that there is no difference. If you are googled that is how you are perceived. It is risky to speak without your company in mind. The Foster Pepper Social Media Policy and Guidelines explains, “If attorneys or staff choose to mention their association with Foster Pepper on any personal site, they should seriously consider the context in which they do so…” “Attorneys and staff are personally responsible for their online posting and solely liable for online posting found to be defamatory, harassing, or in violation of any applicable federal and state law.”

The theme within PEMCO’s Social Media Guidelines and Recommended Practices was light-hearted and emphasized the use of “I” statement versus “PEMCO” statements when differentiating between personal and professional. Brooks suggested that social media policy should address what the company’s objective is when using social media and should emphasize the integrity and ethics of the organization.

Brooks went on to say that it is difficult to divide personal and professional personas and PEMCO encourages their employees to “bring your whole self to work”.

He expressed concern regarding over paranoia and over-control of social media within the confines of business. He encouraged companies to adopt policies with due diligence in mind. PEMCO’s social media guiding principles include “use common sense”, “be thoughtful about how you present yourself in online social networks”, “speak in first person”, “use good judgment”, and “don’t forget your day job”.

Over all, the panelist agreed that social media had significant business advantages. Also, the policies should include guidelines that reflect the company’s ethics and culture, as well as, regulatory requirements. The policy should demonstrate due diligence.

In the realm of records management there is a degree of caution in what we consider to be permanent records and what we consider to be recreational conversation. We are no longer in an era where there is time to show discretion at ever communication corner. Who we are professional and who we are personally is not defined as two separate personas anymore. It is clear that in the world of business, social media is out there being used in several forms; it is now a matter of how we conduct ourselves when using it, how it is received, captured, and retained that is up for discussion.

Each ARMA chapter must elect board members to represent members and assist with educational program development. For 2010-2011, your board of candidates are the following:

· President: Andrew SanAgustin, Foster Pepper
· Vice President: Rachel Heade, Microsoft
· Treasurer: Meaghan Kahlo, PEMCO
· Secretary: Kathy Beck, Casey Family
· Membership: Linda Muller, Dendredon and Jerry Rugh, Davis Wright Tremaine
· Programs Director: Sara Reid, Starbucks and Paul White, City of Redmond
· Member-at-large: Anton Schneider, Garvey Schubert Barer

Elections will be open until May 7, at 5 p.m. You may need to copy and paste link to browser.

Presidential Candidate
My name is Andrew J. SanAgustin and currently I am the Records and Conflicts Manager with Foster Pepper PLLC, a Seattle based full service law firm. I have been in the RIM field over 15 years, and have worked in different industries including Banking, Real Estate, Accounting,
Government, and Legal. I have been involved with ARMA for most of my career, and I have been a Board member of the Greater Seattle Chapter for three years. In 2009-2010, I will be moving into the Vice President role. I am also a member of AIIM and ALA, and I spearhead the Seattle LISG (Legal Industry Specific Group).

Vice President
I am Rachael Heade and have been part of the Corporate Records Management team at Microsoft for a little more than 10 years. As the Sr. Program Manager responsible for Document Retention I manage both the policy and operational aspects of Microsoft’s Document Retention Program. This includes the provision of both domestic and international guidance; maintaining the retention schedule and policy as well as the day-to-day operational activities. In addition, I have formalized and implements the document and information asset transition for all mergers, acquisitions and divestitures.Prior to Microsoft, I worked with the Federal Grant Administrator for the City of Everett, a small municipality 35 miles north of Seattle and spent numerous years as a consultant to local, state and federal agencies in the area of transportation funding, planning, and regulatory compliance. When not working I enjoy dog sledding in Northern British Columbia, reading, knitting, and the addictive Sudoku.

Treasurer
I am Meaghan Kahlo and I work as a Document Specialist for PEMCO Insurance Company processing the corporate archives and supporting the Records Analyst. I earned my Master of Arts degree in Museum Studies with an emphasis on collections care and conservation, primarily archival collections and historical photography, from San Francisco State University in 2005. Each week I volunteer at the Museum of History and Industry (MOHAI) library processing a collection of Seattle Post Intelligencer black and white negatives. I have served on board of the Greater Seattle Chapter of ARMA as the Membership Director for the past year and is
looking forward to transitioning into the position of Treasurer.

Secretary
I am Kathy Beck joined Casey Family Programs in 1999, from the desire to align my professional career with my extensive volunteer work in the adoption community. I had previously worked in a law firm setting, assisting injured employees who were trying to navigate the worker's compensation system. A company reorganization involving office closures drove records management to the top of the "to do" list at Casey and I was asked to do a project related to the new Records Retention Policy. Ultimately, I found myself in the position of “accidental” records manager – something that is not uncommon in this industry. As Records Custodian for Casey Family Programs, I am responsible for responding to all third party records requests in addition to implementation and compliance activities. I am grateful to ARMA and ARMA members for the support I’ve received to transition into this role over the past few years. I believe we all have something to share, and I look forward to learning more about our community as well as how to support our community.

Membership Director (Two positions)
My name is Jerry Rugh and I have served as the Records Manager for Davis Wright Tremaine LLP, a large international law firm, since 2008. Prior to that I worked as a record manager for Microsoft Corporation for six years, with specific responsibility for the management of records for the legal department. Having joined the Bellevue Eastside Chapter of ARMA in 2003, I served for several years as the Webmaster, and in 2005 was honored as the Chapter Member of the Year. I enjoy spending time with his grandchildren, eating breakfast on Saturday at Isadora's in Snoqualmie and writing stories.

I am Linda Muller, CRM, and have recently relocated back to the Seattle area joining Dendreon Corporation as Corporate Records Manager. I took an 18-month international assignment to the UK. I have years experience with companies such as Pitney Bowes (International), PricewaterhouseCoopers, Perkins Coie, and Morrison & Foerster. I have been instrumental in consulting, launching and establishing records management across businesses, development of procedure and storage models, development of retention schedules, evaluation and negotiating off-site storage provisions, development of communication plans to launch new programs, and moving programs into a full service organization. I have been an active member of ARMA, International including Seattle Chapter President 1994-1995.

Programs Director (Two Positions)
I am Sara (Nau) Reid and I am currently the Records Specialist Sr. for the Law and Corporate Affairs Department at Starbucks Coffee Company. Prior to joining Starbucks in 2007, I was the Archivist/Records Manager for the Catholic Archdiocese of Seattle. I have also worked in a variety of records management, information specialist jobs and worked in creating an archives for the Alpha Phi International Fraternity and Foundation. I have a Master’s in Public History from Loyola University Chicago.

My name is Paul White and I am with King County Animal Shelter as Records Management Specialist. I previously worked at the City of Redmond Clerk's Office and the records manager and public disclosure officer. I, also, have experience as a land-use planner and served the Florida Legislature as a Supervising Editor for seven years, where I learned the subtle art of diplomatically correcting the grammar of elected officials. I am relative newcomer to the field of records management, I am eager to contribute to the success of the Greater Seattle Chapter of ARMA.

Member-at-Large
My name is Anton Schneider and I am the Records and Conflicts Manager for the law firm, Garvey Schubert Barer. I began my career with Williams Kastner & Gibbs PLLC and has worked in the legal industry in both accounting and records management for over thirteen years. In my current position, I am creating a firm-wide records program for offices in Seattle, Portland, New York, and Washington DC. I graduated from the University of Washington with a BA in Political Science in 1995 and has been intermittently involved with ARMA since 2000.

Greater Seattle Chapter Seeking New Board Member!
As I mentioned in the first part of the digest, the 2009-2010 ARMA year is coming to a close. The board will be seeking new individuals to continue with running the Greater Seattle Chapter. You may not know this, but local ARMA members develop all the programs and manage all the behind the scenes of the Chapter. Our membership is increasing and changing, our members are regularly attending our meetings, and we are having some great networking opportunities. However, to continue with a healthy chapter we need new board members with new ideas, and new energy.

The board will need to fill the following positions next year:
· Vice President
· Secretary
· Treasurer
· Membership Director
· Programs Director

You may ask yourself:
· What is the time commitment?
· What does that position do for the Chapter?
· What type of experience do I need?

Time Commitment: All Greater Seattle board members are asked to attend one face-to-face retreat one day in July (the date determined by board), which last two to three hours. Also to regularly attend board conference calls, which commonly last no more than one hour six to eight times a year. Conference calls are scheduled according to board members calendar and commonly during the day.

Here is a short description of the position’s duties we need to fill next year:
· Vice President-When the president is unable to attend regular meeting he/she will act as host and greeter; president may select project for vice-president. Attend board meetings accordingly.
· Secretary-Scribe for board meetings and provide reminders to board for specific deadlines. Attend board meetings accordingly.
· Treasurer-Keep track of funds incoming and outgoing from the chapter. If possible, provide suggestion or recommendations to the board on financial matters. Attend board meetings accordingly.
· Membership- Welcome all new members via phone and/or email; coordinate the annual potential member list for ARMA; assist with new member event. Attend board meetings accordingly.
· Programs Director-Coordinate programs for the year; create write up for email and web announcement; assist speaker at the regular meetings. Attend board meetings accordingly.
· Web Master-Update and manage the Greater Seattle Website. Attend board meetings when possible.

Experience: If you are new to ARMA or a wanting to learn leadership skills, ARMA International can assist you with developing these skills. On June 11-12, there will be a Leadership Conference that the Chapter will pay your attendance fee. This year the Leadership Conference will be hosted by the Greater Seattle Chapter, we are hoping all our new board members will be able to attend. During the Leadership Conference, you will learn about all the great tools ARMA International offers our members and you will be learn about being an ARMA board member. You will also be invited to develop leadership skills throughout year with an online leadership course. In addition, you will be working with Andrea Bettger and Andrew SanAgustin, whom will mentor you through your new position.

If you have questions, please contact Andrea Bettger or Andrew SanAgustin, we would be happy to answer your questions about joining the board.

Session monitors are assigned to a specific room each day and assist the speakers by passing out materials and gathering evaluations. In exchange for working for two days of the conference, session monitors receive a complimentary registration (a $900+ value)! Monitors are chosen through an application process. Applications are available on ARMA’s website at www.arma.org . But you have to hurry! Applications must be turned in to your Chapter President for review and then sent to the Region Manager (hey, that’s me!) for final review and then forwarded to ARMA HQ no later than April 20th! So if you are interested in this great opportunity, time’s a wasting!
Conferences, conferences, conferences. All three are great opportunities to learn, to meet each other and have a great time! I hope to see you all soon!

Very truly yours,
Marc

Records Management in the News

There has been some intersting articles in the news lately.  The first one Zubulake at it again!

Judge Scheindlin (Zubulake v. UBS Warburg) is at it again - The duty to preserve documents is so well recognized that failure to comply merits severe sanctions.

The second items in happening in our back door. City of Seattle email system.

Message from the Great Northwest Region of ARMA Treasurer, Cindy Fredrickson

Marc’s message last month talked about the courage of the fearless Minnow crew. This month, I would like to highlight patience. Can you believe the patience it would take to be stranded on an island and hoping to be rescued for 98 episodes!

Relating this with information management and into today’s world, patience is even more of a virtue. Patience is called for when dealing with the ever increasing demands on us in our jobs with shifting and growing workloads to accomplish, the state of the economy in having to do more with less, and needing to have the flexibility to “go with the flow” in dealing with so many uncertainties and changing priorities. Behind all this is the survival of our companies in being able to keep track of their legacy with information management.

One person on the crew surely exhibited patience to me. Remember Russell Johnson who played Roy Hinkley, The Professor on Gilligan's Island? Well, Mr. Johnson is alive and well at the age of 85 and, believe it or not, living on an island! Johnson has written a great book about his experiences entitled, "Living On Gilligan's Island". That would be an interesting read wouldn’t it?

As you probably noticed in watching the series, he usually displayed more patience with Gilligan than any other of the castaways. He was the one that was methodical and took the time to research the rescue schemes the crew would come up with. He was always patient in teaching and supporting the crew in the ways of science. He always took extra care in helping to ensure everyone would get along and to give them hope that someday they would be rescued.

That is how I feel we need to be as information management professionals. We need to show that patience and steadfastness in dealing with the aspects of guiding our companies in the world of information management. This goes with dealing with the seasoned employees, influencing management, training new employees, and helping those that need that extra “nudge” along in compliance. The Region Team has been honored to have the experience of ARMA Headquarters to guide us and is there when we have questions and need training and they have the tools to give us to accomplish this. They really show that patience and persistence does rule the day in assisting us to be successful in our positions.

We also want you to know that this Region Team is working closely with the Bellevue/Eastside, Greater Seattle, and Puget Sound Chapters to create a Region Conference April 15-16, in Bellevue, Washington, that will be as a shining beacon of rescue on the stormy seas of information management that we experience today. So have patience and hold that date fast for the details of that voyage!

Here is to keeping it short and sweet this month. And, as always, happy islanding everyone!

Message from the President-January 2010 DIGEST

Message from the President
Last year at this time, the board made a decision to bring our meetings to the downtown area and hold them either morning or at the lunch time. I would like to report back that with this move. We are seeing increase of attendance and more importantly a larger variety of members. We made these changes due to shrinking attendance and we could no longer afford venue and meal costs. I have heard from several members they are enjoying NEW format because they can attend during the day; we get right to the program; and we still have great educational information.

I hope to see you at one of our upcoming meetings!

Andrea Bettger, Greater Seattle President

February Program
Tim Westhoff CRM will be presenting Electronic Records Storage and Retrieval in a Regulated Industry. I am very excited to hear Westhoff finally speak about his work. You may wonder why I am very interested in hearing from Westhoff. Simple answer—he is working now how records mangers will be working in the future—a completely electronic environment!

Expanding from global to local: looking for opportunities

Hi everyone, my name is Michael Hoyle. I am a Seattle resident and a consultant in records information management. Until recently my records and archives management activities have been primarily internationally focused, but I would like to expand and work locally as well. Consequently I am interested in any local consulting opportunities and would be very interested to meet with local records professionals.

I have over twenty years experience working in records and archives management. I am a consultant and a research associate of the UK based International Records Management Trust. Since early 2005 I have undertaken global research, training and information management projects. This has involved case study research and the provision of records information management advice in various countries, the development of guidance materials for information systems and the co-production and presentation of training modules for electronic records.

Prior to moving to Seattle in 2005, I was the Group Manager, Government Recordkeeping at Archives New Zealand with national responsibilities for strategic policy, legislation, standards, and disposition. I have a Masters degree in Information Management and Systems from Monash University in Australia.

I specialize in, but I am not limited to, work in government sectors including:

  • Information research and project management
  • Strategic planning and policy development for information management
  • Evaluation and review of records and archives management
  • Recordkeeping training and staff development

If you are interested in meeting, or are aware of any agency requiring work in any of these areas, I would welcome the opportunity to discuss this with you.

Further details about me can be found at www.michael-hoyle.com

I can be contacted at info@michael-hoyle.com or call 206 245 6114

Region Message: We interrupt our regular programming to bring you this special news update

I remember the very special episode of Gilligans Island where they interrupted the radio programming (remember that old radio that the batteries never seemed to wear out?), to let the listeners know that Santa Claus had disappeared near the island. And next thing we know there is the big guy in the red suit, well more like a darker shade of gray depending on what era we’re talking about wandering around in the sand. I always found it interesting that Santa, being the jolly fellow he is didn’t offer the castaways..

We interrupt our regular programming to bring you this special news update.

This special broadcast is being brought you by ARMA International, we have some new procedures and policies in place we would like you to know about In case you didn’t know already, in October they moved to new offices. E-mail addresses and phone numbers are the same, just the physical address is different.

Two-Pay option plan for annual dues. With the current economic conditions and many employers no longer paying individual membership dues for their employees, ARMA is implementing an optional two-pay plan for members to renew their membership. This is the way it works:

1. A form will be included with annual dues invoices for members to complete if they would like to pay their dues in two equal payments.
2. The plan requires the dues to be paid with a credit card (or debit card with the Visa or MasterCard logo)
3. Members must provide their card information and sign an agreement allowing ARMA to process half the dues upon receipt and the other half 6 months later.
4. A reminder will be sent to those members participating approximately one month prior to processing the second half.

Charge for webinars. We’ve had some reports that chapter members have tried to access webinars at http://www.arma.org/ and found that there is now a charge for some of them. ARMA is indeed charging for webinars, this is due to a number of reasons including the reduction in revenues in todays economy. But the revenue that comes in from these charges will also be helpful in developing new on-line training courses which will benefit members at all levels.

Last, voting for new board of directors will begin in January. Please keep an eye on your mailbox (email or postal system) for ballots. More information including a recorded candidate forum can be found on the website at http://www.arma.org/news/index.cfm?NewsID=872&Type=Industry

Thank you, we now return you to our regularly scheduled program….

And that is why I think that it’s important to offer what assistance you can to fellow castaways.

Thanks and I hope you had a happy and safe holiday season!

Jennifer Winkler
Region Coordinator

Message from the President

The ARMA year is almost half way over. If you have not been able to attend a program make sure to view our Educational Brochures on our Website. The last two programs on November 19 and December 5 were very interesting presentations. On November 19, many of you crossed Lake Washington to Redmond were we co-hosted a presentation on SharePoint 2010. We had people wanting to attend the meeting up to the last minute. There were over one hundred people registered for the event and had very close to one hundred people in attendance. Bruce Schinkelwitz from Beaverton, Oregon spoke on December 5, regarding Functional Classification: What it is and how to benefit? At the December meeting, we also collected several can goods for Northwest Harvest and $10 from our members for the can food drive. I am sure Northwest Harvest will be grateful of the can goods.

I hope to see you next year because we still have some very exciting programs for you to attend.

Andrea Bettger, Greater Seattle President

If you are new to legal or if you are already in the industry and interested in organizational best practices then this session is for you! This session is a review of records management in a law firm environment (mid- to large-size). SanAugstin will touch upon various aspects of records management in the legal culture – far different than other business disciplines. This interactive discussion revolves around managing the record life cycle (physical and electronic), from creation to destruction – and the pitfalls in between. SanAgustin will discuss transfer procedures, managing electronic and physical records, develop strategies to manage a legal hold, and implementation of a retention policy.

Greater Seattle Website Facelift
You may be noticing some changes to the Greater Seattle Website come January. Andrew SanAugustin and myself will be working on a facelift to the Greater Seattle Website. I hope to also bring back the registration form and keeping all the old great content.

ARMA Webinars
Many times in the past we have highlighted ARMA Webinars that you might be of interest to you. However, ARMA International is now charging for the Online Webinars. I understand the ARMA International has felt the pinch of the bad economic times and will not be offering these for free. It appears for the time being, the Chapter meetings content is free, but that the Webinars are no longer free.
